The Role – Grade III Inspector Investigation Unit 

We have a number of opportunities for Inspector Grade III positions within our Investigation Teams.  The work of a Grade III Inspector is varied and can involve the following non-exhaustive list of activities and tasks across all our mandates. The Investigation Unit has responsibility for investigating assigned occupational related accidents which includes fatal and non-fatal incidents. The investigative process involves, securing evidence, recording witness statements and interviewing suspects under caution. 

Other duties may include:
  • Complete inspections and investigations.
  • Make recommendations and prepare investigation files for onward transmission to the Office of the Director of Public Prosecutions (DPP).
  • Where a decision is taken by the DPP to prosecute a duty holder, the Inspector will be required to attend and give evidence in the criminal courts.
  • Assist Coroners Inquests as required.
  • Contribute to the development of legislation, policy and guidance.
  • Assess and prepare regulatory reports.
  • Support the work of National Advisory Committees
  • Represent Ireland and the Authority at national, EU, and international meetings.
  • Support awareness raising activities and maintain good communications with all stakeholders.
  • Other tasks as may be assigned from time to time.

Essential Requirements: 

In addition to demonstrating that you possess the required competencies, the ideal candidate must be able to demonstrate: 
  • Honours degree (NFQ Level 8 or equivalent) in Engineering, Science, Agriculture Science, Occupational Health and Safety or other appropriate discipline, together with a minimum two years relevant postgraduate experience.
  • Alternatively a (NFQ Level 7 or equivalent) professional qualification in Engineering, Science, Agriculture Science, Occupational Health and Safety or other appropriate discipline, together with a minimum of three years relevant postgraduate experience.
  • Possession of a full driving licence (Category B)

Desirable Requirements: 

In addition to the above essential requirements, it would be a decided advantage for candidates to have one or more of the following:
  • Experience in regulatory or technical assessment, inspection, criminal investigation, report writing, policy development, enforcement, or prosecution functions.
  • A recognised qualification at Diploma level or higher in Occupational Safety and Health.
  • Post graduate technical/scientific qualification relevant to the work of the Investigation Unit.

The Role - Grade II Inspector COMAH, Chemical Production and Storage 

Role and Responsibilities 

Key accountabilities for the role include, but are not limited to, the following:

  • Delivering on Competent Authority functions (for COMAH Regulations) at national and EU level.
  • Assessment of Safety Reports, significant modification reports and land use planning risk assessments within relevant timelines.
  • Undertaking inspections relating to the control of major accident hazards, chemical production and storage, and associated actions up to and including enforcement action.
  • Undertaking investigation and follow up of accidents and incidents at COMAH establishments and sub COMAH sites and preparing reports of investigation where relevant.
  • Supporting development of the Authority’s Programme of Work, or leading on development of relevant policies and/or technical innovation, and legislative areas.
  • Informing future inspection and policy activities by analysing and preparing reports on key activities/ issues/topics where more detailed/focused inspections are required e.g. as part of campaigns or to obtain information on new sectors, developing internal/external guidance or checklists. 
  • May be required to manage a team of direct reports, creating a positive working environment and supporting their professional and personal development and the continuous improvement of inspection techniques.
  • Maintaining and developing key initiatives for the team, as required.
  • Providing updates to the Senior Inspector on team activities and performance, identifying corrective actions taken to address areas of concern.
  • Working collaboratively to share data/ information, expertise, insights and advisory support within the Authority. Maintaining the integrity of the data on IT platforms, ensuring its quality and its timely completion by self and direct reports/or team.
  • Working with key national/EU stakeholders as appropriate under the COMAH Regulations.
  • Contributing to the development of technical expertise in process safety and other major accident hazard issues.
  • Contributing to the management of the safety, health and welfare of staff as set out in the Authority’s safety statement.
  • Traveling as required to represent the Authority at EU meetings.

Requirements 

Essential
The ideal candidate must be able to demonstrate:

  • Primary degree or equivalent in Engineering, Science, or other appropriate discipline.
  • Minimum of three years relevant work experience.
  • Possession of a full driving licence (Category B).
  • Demonstrate that they possess the required competencies for the role as set out in Appendix 1.

Desirable 
The following requirements are desirable: 

  • A recognised post graduate qualification in an area relevant to chemical or process safety.
  • Experience in project management/staff management.
  • Experience in a process safety or safety role within a chemicals /process industry.
