Reporting to the Programme Manager, Chemicals and Industrial Products, the Senior Inspector GI will be responsible for the management of the Market Surveillance of Chemicals team and the associated relevant processes to ensure the team fulfils and contributes effectively and efficiently, delivery of the Authority’s mandate, strategic priorities and Programmes of Work (PoW). 

Key accountabilities for the role include, but are not limited to, the following:

  • Provides leadership and strategic management of the Market Surveillance of Chemicals mandate by identifying and developing key issues and spearheading initiatives where appropriate while building team capacity and capability.
  • Researches and prepares information to facilitate framing the organisations strategic priorities and annual Programmes of Work.
  • Manages and develops a high performing team of inspectors, ensuring the effective delivery of the annual Programmes of Work, consisting of policy development, inspection and enforcement activities.
  • Ensures continuous improvement of work processes by evaluating enforcement and policy activity, reviewing targets and results and assessing the added value of the various activities undertaken.
  • Participates in relevant EU policy and enforcement fora, committees and working groups.
  • Participates in the Authority’s Management Group and contributes to the implementation
  • of strategic, organisational, financial and operational goals and objectives.
  • Ensures team members are complying with the relevant internal processes and procedures.
  • Acts as the primary interface between relevant external stakeholders and the Authority in relation to Market Surveillance of Chemicals.
  • Maintains the integrity of the data on the relevant IT platform(s), ensuring its quality and its timely completion by self and direct reports.
  • Manages the safety, health and welfare of staff and oversees compliance with the responsibilities as set out in the Authority’s Safety Statement.
  • Implements change initiatives, promoting a culture which encourages innovation and supporting team members through the change process.

Essential Requirements: 

In addition to demonstrating that you possess the required competencies, the ideal candidate must be able to demonstrate: 
  • Primary degree (NFQ level 8 or equivalent) in Engineering, Science, or other appropriate relevant discipline.
  • Five years relevant work experience.

The Role - Senior Inspector Grade I - Storage, Supply and Transport of Dangerous Chemicals (SS-ADR)

The successful candidate will be part of a multidisciplinary team and the role will involve participation in the European Chemical Agency’s (ECHA) Socio-Economic Analysis Committee. This role will involve the assessment of hazardous substances under the REACH Regulation (Registration, Evaluation, Authorisation and Restriction of Chemicals) to support informed substitution. 

The Analysis of Alternatives (AOA) role will involve:
  • Scoping of the assessment
  • Identification and screening of alternatives
  • Assessment of hazard and exposure
  • Assessment of cost, technical performance and other implementation decisions.

The successful candidate will be part of a multidisciplinary team. This role will involve working in the area of risk assessment and management of chemical substances under the REACH Regulation (Registration, Evaluation, Authorisation and Restriction of Chemicals). The role involves evaluating the potential for exposure to workers and consumers from chemical substances proposed for regulatory actions under REACH, based on an understanding of use patterns, and the assessment of measured or modelled exposure data, and the operational conditions and risk management measures. The successful candidate will be responsible for evaluating scientific information and 
preparing scientific opinions.

The successful candidate will be part of a multidisciplinary team evaluating and developing 
scientific and technical opinions on chemical  substances. The successful candidate will undertake 
Competent Authority regulatory functions at both national and EU levels. 
This role will involve working in the area of hazard assessment under our regulatory mandate for 
Chemicals, in particular our competent authority activities under the EU Registration, Evaluation, 
Authorisation and Restriction of Chemicals (REACH) and Classification, Labelling and Packaging (CLP) Regulations. The role involves the identification of concerns for human health based on assessing the intrinsic properties of chemical substances, the evaluation of data from specific testing regimes in addition to public peer reviewed scientific literature, and the preparation of scientific reports, presentations and opinions in support of various regulatory actions under REACH and CLP. 

Key accountabilities for the role include, but are not limited to, the following:

  • Delivering on Competent Authority functions for REACH and CLP at national and EU level.
  • Undertake and co-ordinate the evaluation of chemical substance data for human health concerns under REACH and CLP (examination of standard regulatory toxicology studies (in vivo and in vitro), literature data and alternative methodologies (e.g. non-animal test methods, read-across, grouping, QSARs or the weight of evidence approach).
  • Contribute to the preparation of Irish regulatory dossiers e.g. classification and labelling proposals under CLP, proposals to identify a substance as a Substance of Very High Concern (SVHC) under REACH, restriction proposals and supporting dossier agreement and opinion development through ECHA’s Committees.
  • Support the Irish members of various ECHA committees including the Member State Committee and the Risk Assessment Committee.
  • Review proposals from other Member States or ECHA (e.g., for the identification of SVHCs) with a human health hazard focus. Preparing comments for submission to public consultations.
  • Participate in EU fora, committees and working groups as relevant.
  • Engages and maintains good communications with relevant stakeholders and represents the Authority at meetings with stakeholders and representative bodies as well as in public forums, as required.

The Role - Grade III Inspector - Chemical Market Surveillance

We have an opening for an Inspector Grade III level in the Authority under our regulatory mandate for chemical market surveillance in particular our Competent Authority activities under the REACH, CLP, Detergents and Rotterdam Regulations. The successful candidate will work within the multidisciplinary team, undertaking Competent Authority functions of the Authority at both national and EU level. 

Key accountabilities for the role include, but are not limited to, the following:

  • Carry out inspections, audits and market surveillance of chemicals and products up to and including on-line surveillance and enforcement action.

Essential
The ideal candidate must be able to demonstrate:

  • Primary degree (NFQ level 8 or equivalent) in science or engineering or other appropriate
    qualification relevant to the role.
  • Minimum of two years relevant experience in regulatory, industry or a post graduate setting.
  • Possession of a full driving licence (Category B).

Desirable 
The following requirements are desirable: 

  • Experience in product assessment or inspection.
  • Qualification in Health and Safety.

The Role - Grade III Inspector - Chemical Process Safety (COMAH, Chemical Production and Storage)

* Location - The preferred location is Dublin however, assignment to one of the alternative regional locations may be considered. The Authority reserves the right, at its discretion, to change the primary location to any other place within Ireland.

We have an opening for an Inspector Grade III level in the Authority under our regulatory mandate for chemical process safety in particular our Competent Authority activities under the Control of Major Accident Hazards (COMAH). The successful candidate will work within the multidisciplinary COMAH, Chemical Production and Storage team, undertaking Competent Authority functions of the Authority at both national and EU level. 

Key accountabilities for the role include, but are not limited to, the following:

  • Carry out inspections in the area of control of major accident hazards, chemical production and storage up to an including enforcement action.
  • Assess and prepare technical responses on submissions such as safety reports, significant modification assessment reports and planning advice requests.
  • Investigation and follow up of accidents and incidents at COMAH establishments & sub COMAH sites, preparation of reports of investigation including for legal proceedings.
  • Liaise with local authorities, fire authorities, the Gardaí and HSE on land use planning and external emergency planning under the 2015 COMAH Regulations.
  • Develop and maintain expertise in process safety and other major accident hazard issues.
  • Contribute to development of policies and procedures.
  • Support awareness raising activities, engage with relevant stakeholders and represent the Authority at meetings with stakeholders, as required.
