The Role – Grade II Inspector - Mines & Quarries

The following non-exhaustive list of tasks are those that a Grade II Inspector could be assigned. Please  note that the final set of tasks will reflect the role the person is offered: 

  • Manages a team of direct reports, creating a positive working environment and supporting their professional and personal development.
  • Duties will also include manufacturing or other sectors as required.
  • Carries out inspections, market surveillance and investigations within relevant area and inputs these into Platform(s) in accordance with their Programme of Work.
  • Prepares and delivers reports and updates to the relevant manager on the performance of the team and highlights any corrective actions taken to address issues of concern.
  • Initiates and develops key policy initiatives for the relevant sector/policy or legislative area that they are assigned, assisting in the development of National or EU Policy initiatives.
  • Works collaboratively to share data/information, expertise, insights and advisory support ensuring strong alignment across the Authority as required.
  • Drafts policy and guidance documentation and engages with relevant colleagues from across the Authority for feedback whilst ensuring that the guidance documentation is developed with the end user in mind.
  • Reviews and prepares technical assessments and reports in line with legislative requirements.
  • Works with key national stakeholder groups within the relevant sector(s)/policy or legislative area.
  • Engages with national market surveillance stakeholders and custom authorities.
  • Represents the Authority at relevant EU fora.
  • Conducts relevant research on existing policy and thought leadership to understand leading practice on how this can apply in an Irish context.

Essential Requirements: 

In addition to demonstrating that you possess the required competencies, the ideal candidate must be able to demonstrate: 

  • A primary degree (NFQ level 8 or equivalent) in Mining Engineering or Civil Engineering or equivalent.
  • Minimum of 3 years work experience in either mining or tunnelling.
  • Possession of a full driving licence (Category B).
  • Demonstrate that they possess the required competencies for the role as set out in Appendix 1

Desirable Requirements: 

In addition to the above essential requirements, it would be a decided advantage for candidates to have one or more of the following:

  • A recognised qualification at Diploma level or higher in Occupational Safety and Health.
  • Experience in the management of staff.
  • Knowledge and understanding of the specific rules, schemes and operating procedures used in mining or extractive environments.
  • Membership of Institute of Materials, Minerals and Mining (IOM3).

Requirements 

Essential
The ideal candidate must be able to demonstrate:

  • Primary degree (NFQ level 8 or equivalent) in Engineering, Science or other appropriate discipline.
  • Minimum of 3 years relevant work experience.
  • Knowledge and understanding of the function and operation of process safety instrumentation and equipment.
  • Experience in a process industry, civil or mechanical engineering or gas pipelines/network environment.
  • Working knowledge of relevant gas standards, codes of practice and international best practice in the gas industry.
  • Experience of safety management systems, hazard analysis, risk assessment, mitigation and control in gas safety.
  • Possession of a full driving licence (Category B).
  • Demonstrate that they possess the required competencies for the role as set out in Appendix 1.

Desirable 
The following requirements are desirable: 

  • A recognised qualification at Diploma level or higher in Occupational Safety and Health.
  • Qualification in general management.
  • Experience in the management of staff.
  • Experience in inspection, investigation, policy, enforcement or prosecution functions.
  • Relevant experience in the gas industry.
  • Experience of pipeline surveillance, defect assessment, welding, non-destructive testing, hydro-testing, pipeline inspection.
  • Experience of equipment commissioning and qualification of equipment.
  • Experience of participating in technical working groups.
  • Experience of facilitating productive relationships with external stakeholders and regulatory authorities.

The Role - Grade II Inspector - Organisational Psychology

Reporting into the Senior Inspector on the Behavioural Health and Safety Team, the Grade II
Inspector / Organisational Psychologist will play a key role in developing and supporting the Authority’s approach to regulating psychological health at work and the management of work-related psychosocial hazards and risks. Specific areas of responsibility will include research and policy development in relevant occupational health and safety matters as it relates workplace psychological health and psychosocial hazards and risks, including but not limited to work related stress, bullying and behavioural health and safety. 

Key accountabilities for the role include, but are not limited to, the following:

  • Act as a subject matter expert on workplace/organisational psychology as it relates to occupational health and safety.
  • Initiate, develop and support the development of regulatory policy and compliance interventions regarding psychological health at work and the management of work-related psychosocial hazards such as work-related stress, bullying along with behavioural health and safety.
  • Develop and support the implementation of evidence-based regulatory initiatives to build compliance with employers around their duties relating to the management of psychological health at work and work-related psychosocial hazards.
  • Conduct research for the purpose of developing and updating regulatory policy relating to psychological health at work and work-related psychosocial hazards as it relates to occupational health and safety.
  • Ensure adherence to best practices, ethical guidelines, and legal frameworks related to
    on the management of psychological health at work and the management of work-related psychosocial hazards.
  • Research and prepare policy position and discussion papers on the management of psychological health at work and work-related psychosocial hazards relevant to the Authority.
  • Develop and provide expert guidance on the management of psychological health at work and work-related psychosocial hazards in line with national and international standards.
  • Develop and update relevant Codes of Practice and guidelines to ensure compliance on relevant legislation in accordance with the HSA Legislation and Guidance development process, which includes managing public and stakeholder consultation.
  • Carry out inspections and any resulting enforcement action to required operational
    standards and legal requirements.
  • Undertake research to inform future inspection, compliance and enforcement approaches in relation to the management of psychological health at work and the management of work-related psychosocial hazards as it relates to occupational health and safety.
  • Research and prepare information to feed into stakeholder consultations, information requests and technical queries.
  • Provide expert advice on the management of psychological health at work and work-related psychosocial hazards as it relates to health and safety to internal stakeholders including, occupational health and safety teams, the Board and its Advisory Committees.
  • Manage a team of direct reports, creating a positive working environment and supporting their professional and personal development.
  • Contribute to the delivery of the Authority’s annual Programme of Work and in meeting
    relevant psychosocial objectives as set out in the Authority’s Strategy Statement.
  • Research and prepare information to feed into framing the Authority’s Statement of Strategy.
  • Work with key national stakeholders groups to progress the Authority’s statutory mandate.
  • Represent, as assigned, the Authority at National, EU and International fora to ensure the Authority effectively contributes to EU strategies, roadmaps and other activities.

 

Requirements 

Essential
The ideal candidate must be able to demonstrate:

  • Primary degree in Psychology (NFQ Level 8 or equivalent).
  • Have excellent planning and organisational skills with the ability to manage a diverse programme of work.
  • Minimum of three years relevant work experience.
  • Possession of a full driving licence (Category B).
  • Demonstrate that they possess the required competencies for the role as set out in Appendix 1.

Desirable 
The following requirements are desirable: 

  • A recognised qualification at Diploma level or higher in Occupational Safety and Health.
  • A post graduate qualification in Organisational Psychology is a distinct advantage.
  • Experience in research and policy development.
  • Experience in project and or staff management.
