Role Overview:

The Environmental Protection Agency (EPA) is seeking a Programme Officer I (Level 3) Team Lead to join their team in the EPA Headquaters in Wexford, with the potential for future vacancies at EPA Headquarters in Wexford or the Regional Inspectorate in Dublin to be filled from this recruitment panel.

The successful candidate will take on a management position within the Research Programme, under the Office of Evidence and Assessment. They will lead an administrative/support team, overseeing planning, resource management, and performance delivery. Key responsibilities include managing the EPA’s research budget and grant awards, financial planning and reporting, procurement of external supports, and enhancing impact monitoring and communication efforts.

This is a leadership role requiring strong organisational and financial management skills, with a focus on delivering high-quality support and results in a research-focused environment.

Essential Criteria:

Candidates must have on or before 4pm on Monday 12th May 2025:
1. A relevant degree (NFQ Level 8) in business, finance, public administration or another relevant discipline and five years relevant work experience
or
Leaving Certificate and eight years relevant work experience.

2. The relevant work experience (five or eight years as outlined above) must include all of the following:
• Working in an administrative/support role producing high quality work in a fast-paced environment;
• Experience in tender development, procurement, and contract management:
• Managing staff to effectively deliver business plans and objectives; and
• Experience in managing, operating, and identifying improvements to ICT systems to support business processes.
3. Demonstrated experience in leading a team, including organising resources, motivating and developing staff, and creating a culture that values teamwork and collaboration.
4. Strong written and verbal communication skills with experience of communicating complex messages in plain English to a variety of stakeholders.
5. Experience in supporting the preparation, management and control of budgets including adherence to financial governance.
6. Proven experience of building effective relationships and proactively engaging with partners/stakeholders toward achievement of organisational strategic goals.
7. Experience in interpretation, development and implementation of policies, procedures and legislation.

Inspector II (Level 4) Radiation Protection Regulation

Role Overview:

The EPA currently has a number of vacancies for the role of Inspector II (Level 4) Radiation Protection Regulation. The successful candidates will fulfil the role of Inspector II (Level 4) in the Radiation Protection Regulation unit of the Office of Environmental Enforcement.

These vacancies will be filled in either the EPA Regional Inspectorate in Dublin or Cork.
The EPA will form a panel from this recruitment campaign from which future Inspector II (Level 4) Radiation Protection Regulation vacancies may be filled within the EPA’s Radiation Protection Regulation work area.
The Radiation Protection Regulation unit is responsible for the implementation of the EPA`s statutory functions, involving the authorisation and inspection of facilities across regulated sectors (medical, dental, veterinary, educational and Industrial) using ionising radiation and the enforcement of the ionising radiation regulations. The unit also provides advice and guidance related to the protection of workers and the public from the harmful effects of ionising radiation.
The successful candidate will be assigned a technical role, reporting to the Senior Inspector or another designated officer. The role will involve core enforcement and regulatory functions including enforcement, authorisations, scientific evaluation/assessment and reporting and includes desk work, site activities and direct dealings with authorised users and other key National and International stakeholders.
The EPA is looking for a candidate who can demonstrate technical and regulatory experience in a National and/or European context and deliver effective regulatory outcomes.

Essential Criteria:

1. An appropriate degree (NFQ Level 8) in Science or Engineering or a discipline deemed relevant by the EPA.
2. A minimum of two years relevant work experience with demonstrated significant experience and technical expertise in at least three of the following:
• Understanding of and practical experience in the application of the principles of radiation protection, nuclear safety and/or nuclear security.
• Practical knowledge of the measurement, exposure and effects of ionising radiation.
• Implementing the requirements of an ISO quality system such as 17020 or 17025
• Up to date knowledge of radiological equipment and practices;
• Knowledge of, and experience in the interpretation and application of radiological protection legislation, standards and safety guides (national and international)
• Practical application in the safe use of ionising radiation in industry, medicine or education
3. Excellent written and verbal communication skills with the ability to communicate complex radiation protection regulation issues clearly and effectively to a range of audiences.
4. Demonstrated ability to engage effectively and proactively with stakeholders, balancing stakeholder requirements and organisational goals.
5. Knowledge of, and experience in the compilation, analysis and presentation of data.
6. Driving Licence - Applicants should at the date of applying hold a full valid Irish /EU licence, for Class B vehicles, or a licence acceptable to NDLS for transfer to full Irish licence. (https://www.ndls.ie/help/faq.html#exchange-of-foreign-driving-licences)

(a) A citizen of the European Economic Area (EEA). The EEA consists of the Member
States of the European Union, Iceland, Liechtenstein and Norway; or
(b) A citizen of the United Kingdom (UK); or
(c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland
on the free movement of persons; or
(d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 or a Stamp 5 visa;

In addition to the specific requirements set out above, candidates must be able to demonstrate that they possess the competencies identified for effective performance at Level 4.
